Business Design Manager – Central Government Transformation

Up to £635/day | Inside IR35 | Hybrid/London | Initial engagement to March 2027

We are supporting a leading consultancy on a major transformation programme within Central Government and are looking for experienced Business Design Managers to join a newly established team.

This is a hands-on transformation role focused on redesigning complex operational services in response to changing policy, operational and technology requirements.

This is not a traditional Project Manager position.

We are particularly interested in people with backgrounds in business design, operating-model design, business architecture, process transformation or senior business analysis who are comfortable taking an ambiguous problem and turning it into a practical future-state solution.

The role

Working within a blended multidisciplinary team, you will:

  • Map and analyse complex end-to-end operational processes.

  • Develop As-Is and To-Be process designs.

  • Translate policy and strategic objectives into practical operational changes.

  • Facilitate workshops with operational, policy, digital and senior stakeholders.

  • Identify process, technology, data and organisational requirements.

  • Work closely with Digital teams to translate business needs into system/technology requirements.

  • Help design solutions that can move rapidly into pilot and testing.

  • Produce clear documentation, recommendations and stakeholder packs.

  • Work autonomously while maintaining alignment with the wider transformation programme.

  • Support junior colleagues while remaining personally hands-on with delivery.

We are looking for somebody who can do more than simply document what they are told.

You should be comfortable asking the right questions, challenging assumptions constructively and helping stakeholders determine what the future process should actually look like.

What we’re looking for

You will ideally have:

  • Strong business/process design or operating-model experience.

  • Excellent process-mapping capability.

  • Experience of requirements gathering and analysis.

  • Experience delivering transformation within Central Government or the wider public sector.

  • Strong workshop facilitation and stakeholder-management skills.

  • Experience working across operational, policy and digital/technology teams.

  • The confidence to guide senior stakeholders through complex or ambiguous problems.

  • A genuinely hands-on approach to consulting and delivery.

Experience within the Home Office, immigration, law enforcement or another operational government environment would be particularly useful, although it is not essential.

Experience of government digital delivery approaches such as Discovery, Alpha, Beta and Pilot would also be advantageous.

Clearance

Security clearance is required for the programme. Existing SC clearance would be advantageous, although candidates who meet the relevant eligibility requirements and can undertake the clearance process can also be considered.

Contract details

Rate: Up to £635/day
IR35: Inside IR35
Location: Hybrid – approximately one day per week in London (flexible) 
Start: Targeting mid-to-late September
Duration: Initial engagement through to March 2027
