Scope of Services

  • The consultant will be assigned to one or more specific projects at to support, as part of this the consultant will be expected to -
  • The consultant will also be required to improve the visibility of all work in progress. The will be accomplished by -
    • Lead, direct and motivate project teams to deliver IT project initiatives through to project closure.
    • Manage key internal and external stakeholder relationships to ensure optimum services are provided to the Bank in the delivery of project implementations.
    • Support the procurement of external resources and services for project implementations where appropriate.
    • Manage project budgets, ensuring any over-runs are communicated to project sponsors and governance committees in a timely manner.
    • Manage project risks and issues with an agreed level of authority, including, when necessary, the development of contingency plans
    • Reporting of project progress and the escalation of issues and risks to the project governance committee(s)
    • Adhere to PMO processes, including the lifecycle and controlled stage gate process
    • Responsible for the delivery of key project documentation for the project team and project sponsors including the Project Definition Document, Detailed Design documents, regular progress update reports and the Project End report.
    • Assist with the definition and adoption of IT PMO standards based on best practice for development initiatives to ensure projects are properly managed and deliver expects benefits.
    • Advise and ensure governance on delivery approaches including waterfall and Agile, and where appropriate give guidance on best practice and potential improvements.
    • Coach, mentor and direct them in the delivery of good Agile delivery practices.
    • Provide guidance, direction, quality assurance and retain oversight of all elements of software delivery management, including but not limited to, delivery roadmaps, sprint planning, sprint tracking, estimation practices, retrospectives, dependency management, release management, risk and issue management, third party management, stakeholder engagement and steering committee communications.
    • Guide, support and educate the Product Owner and key stakeholders of the value of Scrum and Agile principles, especially with respect to refining and managing the product backlog.
    • Guide and coach the Software Delivery Managers and Scrum team(s) on how to get the most out of self-organisation.
    • Guide the team(s) to remove impediments through empowerment and accountability. Take ownership of impediments that are not within the gift of the team to resolve and strive to find the right personnel to remove the impediment.
    • Facilitate discussion, decision making, and conflict resolution
    • Support the transition of this Scope of Services to a Third Party Provider once appointed.
    • Organising and managing the selection process of an Agile Management Toolset. E.g. Jira, VersionOne, Rally etc.
    • Collaborate with the current team leads to define the programme/project structure to be configured in the newly selected toolset.

Reporting and Deliverables

The Consultant shall work under the direct supervision of and report to the Manager on all activities as specified in the above section "Scope of Work" and provide deliverables as requested by the Manager. As a deliverable the consultant will ensure this scope of services is successfully completed and if necessary transitioned to our personnel and / or a Third Party Provider and the knowledge transfer complete.

Essential

  • Proven experience as an Agile practitioner with a minimum of 5 years experience of organising teams to deliver large scale, complex strategic projects.
  • This person should personify Scrum and Agile.
  • Evidence of building a trusting and safe environment where problems can be raised without fear of blame, retribution, or being judged, with an emphasis on continuous improvement and problem solving.
  • A minimum of three years Scrum Master experience running multiple software development teams.
  • Demonstrable evidence of facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency.
  • Knowledge of numerous well documented patterns and techniques for filling in the intentional gaps left in the Scrum approach (example: numerous Burndown/Burn Up techniques, numerous Retrospective formats, handling issues/bugs)
  • The ability to distinguish between what 'is Scrum' what is 'not Scrum'
  • Experience of being on multiple Scrum teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed)
  • Track record of continued and recent education in Scrum, including training, conferences, user groups, self-study, etc.
  • Knowledge of other approaches discussed in the Agile : XP, Kanban, Crystal
  • Knowledge and experience with widely successful Agile techniques: User Stories, BDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games
  • Experience of delivering software in a formal regime using source control management and controlled gates with relevant artefacts to support design, quality and support.
  • Experience of working in a mid-sized corporate environment, successfully aligning solutions appropriately with wider roadmaps, architecture and other initiatives
  • Previous experience as a collaborative leader
  • Excellent communication and mentoring skills
  • Ability to hold team members accountable via appropriate empowerment, set clear performance standards, resolve performance issues, keep team engaged and on task
  • Must be "self-motivated", efficient and innovative

Desirable

  • Experience of software development in a financially regulated business such as the Banking or Insurance market
