La Fosse Associates are operating in the capacity of exclusive recruitment partner for Camden, Haringey and Islington councils as they embark on an exciting Shared Digital journey.

Introduction

Camden, Haringey and Islington councils have created a shared digital and ICT service. Their decision to share a digital and ICT service will enhance their services to residents and save costs. More importantly, the shared service will deliver an ambitious programme of change and transformation, saving over £6 million a year across the three boroughs.

This is a fantastic opportunity to join a newly created senior leadership team where you will shape the future of IT across the 3 boroughs and their 700,000+ constituents.

Role Purpose

The Assistant Director of Portfolio and Programmes is a key strategic hire to join the newly formed Shared Digital Leadership team across Camden, Haringey and Islington. You will have the direct responsibility for the leadership and management of the following services:

  • Portfolio Management: project and portfolio management, performance management and reporting.
  • Technical Architecture: design and implementation of the Councils technology architecture.
  • Supplier Management: setting procurement and contract management policies standards across shared service; commissioning and supplier management of all portfolio related contracts.

You will have the accountability to lead the definition of a portfolio of programmes, projects and on-going service provision, engaging and influencing senior managers across partner authorities to ensure the portfolio will deliver the agreed business objectives. This will require strong stakeholder engagement and an ability to demonstrate end-to-end delivery of a number of key strategic initiatives ranging from Business Change and IT projects and programmes.

You will work closely with the Chief Digital and Information Officer and other members of the Shared Digital senior leadership team to define, implement and communicate the digital and ICT strategy and plans that support the strategic requirements across the authorities. This will involve setting, negotiating, agreeing and managing all financial budgets and targets and ensuring the funding for all IT targets and plans, especially to meet the development and capacity needs.

  • Proven track record of operating as a Programme Director or Portfolio Management or Head of Solution Delivery is essential
